Our 20-year history began in 1997 in a project directed by Dr. Shirley M. Hord at Southwest Educational Development Laboratory (SEDL). In the beginning, our collaboration focused on schools as PLCs. During the last decade, however, our research has evolved to the identification of best practices relating to the critical role of both school and district leadership as foundational for essential systemic reform.
